The main problem you'll find with black populations is in large they're focused in the lower class of urban areas with democrats or republicans elected who work with the unions and do little direct good for the people. The and truth is, if you're poor, then it's not going to be an easy way upwards. It's not impossible, but it's hard.
But some more statistics, the black single parent household rated has over quadrupled, black kids aren't graduating from high school, and gangs are still prominent in most urban areas.
All of these aren't racial oppression, all of these are cultural problems.
The root of the problem goes all the way backed to the HUGELY failed 'reconstruction'. The black community never got a foothold in the 1870s, and because of that they went to the bottom of the economic food chain. Full legal rights weren't established until half a century ago, but since then we've seen a black President, black supreme court justice, black attorney general...
