Question - I don't understand what I did wrong.
Modern Diplomacy II Map - I'm Spain, I have a fleet Seville, Sea of Gibraltar, and an army in Gibraltar. The UK has a fleet in Morocco and that's it. Our fleets bounced in the South Atlantic Sea, I attempted to convoy my army from Gibraltar to Algeria... but it failed.. So why did it fail if the other player didn't touch my unit in Gibraltar & the Sea of Gibraltar?

from wikipedia: "nomic is a game in which changing the rules is a move. in that respect it differs from almost every other game. the primary activity of nomic is proposing changes in the rules, debating the wisdom of changing them in that way, voting on the changes, deciding what can and cannot be done afterwards, and doing it. even this core of the game, of course, can be changed."

@SD,

if it went to a majority of votes cast in the subcommittee, wouldn't the first person to vote end the voting? Or are you saying within the 2 hour window? If so, I was thinking of an untimed situation, but yeah, timing it would work just as well I think, as long as it didn't remove people's votes (or default them) for not being there.

I still think I'd prefer to require a majority of those who have voted so far, though. Imagine that you vote yes on a proposition and then go away for three hours and come back to find that it went into subcommittee and came out and it's another poposition and you never got a chance to say why you didn't want the changes? Early participation should be rewarded by input at that stage, imho. But maybe there could be a cap of somewhat longer than 2 hours.
within the 2 hour window? i do see strong merit to what you're saying, but think we need a time cap (even if it is longer than 2 hours). so how about a majority of those who had voted thus far, with a timelimit of 6 hours? or 12 hours?

ghug's proposal: layers can form coalitions. Coalitions are groups of players who can win together. The winning condition of a coalition is 1.5 times the sum of the winning conditions of the constituents rounded up to the nearest integer. Coalitions are allowed to add and remove players, disband, and make internal rules of governance. Players in coalitions maintain their individual votes unless otherwise dictated. All members of a potential coalition must consent to its creation and the addition of any future members must come with the consent of the added player. Any addition or removal of a player to or from a coalition must follow any rules the coalition has created to govern additions and removals. A player must forfeit all nomic points to his coalition upon joining, as well as any nomic points which might be gained while a member of said coalition. A coalition has the right to redistribute the points of the players upon a player's leaving of the coalition or the coalition's disbandment. No coalition may comprise more than half of the players in the game

I don't know if we are ready for this yet. Its a great idea but perhaps we should have some time to get a few more bugs ironed out before starting somthing as complicated as this. Thoughts?

I dont think this is too complicated. And with the way things are going, I dont know if we are going to get around to this again for a while if it doesnt pass now. It is a fun idea, and adds a new dynamic to the game. Do you join a coalition (and get more voting power) or do you stay single to have a lower winning condition? Whose coalition do you join?? What inner-coalition rules can you come up with?? Inner-coalition governments with special names or powers??

I have a proposal to add to the queue: Should player fail to post in this thread, within 24 hours of their last post, they will be expelled from the game, their pointz will be split evenly among the remaining players (rounded down in the case of an uneven split), and may only re-enter the game (with 0 pointz) through a proposal by a current member of the game.

An excellent proposal.
I feel that coalitions undermine the unity of my nomic member brothers.

I do like your proposal but feel that 24 hours is a bit short for an out and out expulsion, i think 24 hours - temporary loss of voting rights, 48 hours explulsion, but it's your proposal!
also, has rule 10 not led to the automatic rejection of your proposal? are we not onto: SD: any future proposals must be accompanied with an explanation of how the proposal, if passed, would contribute to the good of us, the nomic members
?

North Sea supports Sweden into Norway
North Sea and Norway are Italian and Sweden is Turkey.

When clicking another country's tab in the game interface, what is the significance of the stacked, colored bar above the messaging interface? The colors seem to be the colors of the various countries, but I can't figure out what they represent.
