Question - I don't understand what I did wrong.
Modern Diplomacy II Map - I'm Spain, I have a fleet Seville, Sea of Gibraltar, and an army in Gibraltar. The UK has a fleet in Morocco and that's it. Our fleets bounced in the South Atlantic Sea, I attempted to convoy my army from Gibraltar to Algeria... but it failed.. So why did it fail if the other player didn't touch my unit in Gibraltar & the Sea of Gibraltar?

from wikipedia: "nomic is a game in which changing the rules is a move. in that respect it differs from almost every other game. the primary activity of nomic is proposing changes in the rules, debating the wisdom of changing them in that way, voting on the changes, deciding what can and cannot be done afterwards, and doing it. even this core of the game, of course, can be changed."

Rules in Place:
1. No Dice Rolling
2. First player to accumulate "exactly" 500 nomic pointz wins
3. The winner can only win on a BST weekday
4. The current players are to be tracked.
5. All proposed new rules, proposed rule changes, or proposed rule deletions require a simple majority (more than half) of those playing, in order to pass, with the proposer automatically presumed to vote in favour unless they state otherwise.
6. Current Players are referred to as Nomic Members.
7. Game is not turn-based.
8. To be a Nomic Member, new players must have backing by at least one Nomic Member.
9. Each Nomic Member may only propose one rule change / amendment / deletion per hour.
10. Any rule, amendment, or deletion proposal that has not passed within 24 hours of being suggested becomes rejected automatically.
11. Only one rule proposal or amendment may be open for consideration at any one time. Once a rule proposal or amendment has been made, voting on that proposal or amendment must be concluded before any other proposal or amendment can be made. Furthermore, we are resolving open proposals or amendments by a queue, and ghug gets 10 Nomic Pointz.
12. Nomic Pointz can be accumulated through +1's on this thread.
13. All Nomic members whose username does not start with a capital letter gains 50 Nomic Pointz.
14. Rules can be queued, but each person is limited to 1 rule in the queue.

Pursuant to Rule #4: The Current Nomic Members are as follows (in order of Seniority): kasimax, Jamiet99uk, President Eden, Socrates Dissatisfied, ag7433, guak, smeck83, Atrum, erza willis, ghug, VashtaNeurotic, Squigs44.

Current Proposal on the floor:

guak: Any proposed rule or amendment that is redundant will dock all of the proposers accumulated [Nomic] pointz and give that exact amount to each other player.

Aye: guak, Squigs, ezra, ag, Vashta
Nay: atrum

"Nomic Pointz can be accumulated through +1s on this thread, which are to be counted every ten pages, after this counting. New +1s on posted already counted don't affect the game." (Proposed by Kasi)

Smeck: at 12:01 PM CDT tomorrow, Nomic [members] will receive points as follows: [members] who ids begin with a, c, e, g, etc. will be designated "odd-lettered" [members], the remainder will be designated even-letter players. At 12:01 PM CDT tomorrow, the odd-lettered players will each receive 100 [Nomic] pointz if there were an odd number of posts submitted to the "Truly original thread" / "last person to post wins" thread before 12:01 PM CDT, otherwise, the even-lettered players will receive 100 [Nomic] pointz.

ghug: Players can form coalitions. Coalitions are groups of players who can win together. The winning condition of a coalition is 1.5 times the sum of the winning conditions of the constituents rounded up to the nearest integer. Coalitions are allowed to add and remove players, disband, and make internal rules of governance. Players in coalitions maintain their individual votes unless otherwise dictated. All members of a potential coalition must consent to its creation and the addition of any future members must come with the consent of the added player. Any addition or removal of a player to or from a coalition must follow any rules the coalition has created to govern additions and removals. A player must forfeit all nomic points to his coalition upon joining, as well as any nomic points which might be gained while a member of said coalition. A coalition has the right to redistribute the points of the players upon a player's leaving of the coalition or the coalition's disbandment. No coalition may comprise more than half of the players in the game.

SD: any future proposals must be accompanied with an explanation of how the proposal, if passed, would contribute to the good of us, the nomic members

ezra: Ladies and gentilman I propose (for queue) that the first 10 founding members of novic be given the title senator and be given a extra right. Senator votes count as 2 votes. Also when you want to talk to a senator you would for example say Senator kasimax.

Squigs: All amendments that are proposed will be put in a queue. This queue will be seperate from the rule queue, and takes priority over the rule queue. However, in order to be an amendment, the amendment must relate to the rule it amends. If a nomic member feels that is does not relate, I vote will be called for to determine if it should be placed on the queue or not.

Proposed amendments can not be placed on the queue (if you feel otherwise, vote for my proposal when it comes up). Atrum’s and Semck’s amendment proposals can not be placed on the queue.

we didn't manage to pass one. i think someone who can add a proposal should come up with one. perhaps though we should discuss things on the floor before the proposal is made to increase the likelihood the proposal is passed.

How about a player having to give forewarning before being gone for [set length of time] or be punished, and if warning is given, they aren't counted towards the number of players when determining majorities.

Is it against the rules to change the wording of a proposal that is already in the queue. That way we could discuss the wording of a proposal, and if the owner decides to make changes, the proposal is more likely to pass.
i think your suggestion ghug is a good one.

squigs, personally i think we should have a third option when voting "alter proposal". This would act to keep the proposal current (instead of going to the back of the queue), and we could try and improve the proposal

I think that in all fairness, I believe in order to have that suggestion be valid, we would need to vote on it, which would require it going to the back of the current queue.

Yes Atrum, it would need to be a proposal, and SD, ghug, and I all have proposals currently on the queue, so we cant propose it. We are just saying that it would be a good idea for someone else to propose (wink, wink).

The language on such a proposal is... confusing to say the least... I'll keep working on it and submit a proposal on the matter soon.
Good for you? What kind of selfish attitude is that? We're working hard here for the greater good, for the general will, and you dare to talk about yourself? If only there were rules to stop this behaviour!

Also, I think rules should generally be specific and not pertaining to too many things, it seems wrong to include unconnected things to get them passed. Ghug got 10 pointz once which I was fine with, but definitely shady business.

I propose to add the following to the queue:

“All future proposal shall have a third voting option added to them, ‘Revise:”

“The Revise option will work as follows:
If the Revise vote has a simple majority of the total votes, pursuant to Rule #5, the current proposal shall neither be rejected, nor made into a Rule; instead, it will be go into a subcommittee vote, which consists of the following actions:

Each Nomic Member will have up to six hours to propose new language for the Proposal at hand (if they wish). All Nomic Members will then vote on the language that they believe best represents the ‘spirit of the law’. Once all votes have been tallied, the new language with the most votes will be resubmitted to the floor. In the case of a draw/tie between voting parties, the originator of the proposal shall cast the deciding vote between the new languages of the proposal.

The vote will then be removed from Subcommittee and then reintroduced to the floor for a second vote. With this second vote, the only options available are yea or nay. Once this vote is completed, the proposal will either be struck down (not approved) or make into a Rule. Finally, when the vote is returned to the floor from subcommittee, the vote’s active time (based on rule 10), will be reset to allow for a full vote (i.e. the proposal now has 24 more hours on the floor). “

I think that it might be too time consuming (could take up to 3 days to pass an approval) but is definitely reasonable.

This whole game has slowed down though, now that only about a third of the members are active.
lurkers are really problematic for getting through things with a queue. I do really think for efficiency we need a proposal on that issue. A certain period of inactivity resulting in temporarily losing the right to vote, and not counting towards the voting community.

Tied into this would be the idea that voting is compulsory (one can choose to abstain, but one must abstain/revise/aye/nay), and if they fail to adhere to this rule they cannot vote on the next issue. Or something.

I agree that it will be quite time consuming, but if we want a proposal to be passed differently, that is something I think we will have to accept. Since it's not officially in the queue just yet, we can reduce the time for the 2nd round of votes (not the subcommittee) to 12 hours if you prefer?

When clicking another country's tab in the game interface, what is the significance of the stacked, colored bar above the messaging interface? The colors seem to be the colors of the various countries, but I can't figure out what they represent.
