Austria could conceivably 17/17 with England, France, and Germany.
Russia could conceivably 17/17 with Italy and Turkey.
Turkey could conceivably 17/17 with England, France, Germany and Russia.
By "conceivably" I mean that you could come to a 17/17 as a result of a natural stalemate. Any pair (except two of AIT) could theoretically get to a 17/17, but those pairs have a reasonably-held 17/17 line.
Also, all of those lines run along either a horizontal or diagonal line split.
Horizontal line is:
