I've had one 17/17 split, GErmany/Austria (I forget which one I was.)

I had one just today, due to two last minute miscalculations of mine - in ended with a victory for the other side because I quit when he refused to draw. (Italy/France)

England could conceivably 17/17 with Italy, Austria and Turkey.
France could conceivably 17/17 with Italy, Austria and Turkey.
Germany could conceivably 17/17 with Italy, Austria and Turkey.
Italy could conceivably 17/17 with England, France, Germany and Russia.
Austria could conceivably 17/17 with England, France, and Germany.
Russia could conceivably 17/17 with Italy and Turkey.
Turkey could conceivably 17/17 with England, France, Germany and Russia.

By "conceivably" I mean that you could come to a 17/17 as a result of a natural stalemate. Any pair (except two of AIT) could theoretically get to a 17/17, but those pairs have a reasonably-held 17/17 line.

Also, all of those lines run along either a horizontal or diagonal line split.

Horizontal line is:
N: England, Paris, Brest, Lowlands, Germany, Scandinavia, Russia
S: Iberia, Marseilles, Italy, Austria, Balkans, Turkey

Diagonal line is:
NW: England, Iberia, France, Lowlands, Germany, Scandinavia, St. Petersburg
SE: Tunisia, Italy, Austria, Balkans, Turkey, Moscow, Warsaw, Sevastopol

France/Austria might go slightly differently, with France taking Tunisia and Austria taking Berlin, but generally speaking you should see one of those two sets as the set in use.

@PE, Russia could conceivably 17/17 with England or Germany, they just have to take StPete from Russia.

It would be incredibly difficult for Russia to beat England to Tunisia and Italy. Germany gets to Italy proper even quicker, and I think that if one acknowledges the first feeling that comes to mind when one says "Germany and Russia racing to Italy to get a 17/17 draw" -- which, I expect, is "That would never happen" -- one can see why this is unfeasible.

The actual statistic for 2-way draws is about 4.7% of all games. In fact, 7-way draws are less frequent than 2-ways. How many of those are along the stalemate line, however, is far fewer than that.

That't only because you chose too. Russia could have soloed.

^That. My analysis intentionally removed 2-way draws that could only occur if one side explicitly plays for it instead of playing to win. In all the pairings I mentioned, both sides should be playing to win, but would most likely meet at a stalemate line 17/17.

Yeah, Russia could have gotten a solo, but it also could have played out so that it was a "real" 17-17 draw based on the fact that Russia can't hold StP forever in a similar situation, so it is easily possible...
