Acosmist, this is the second thread you've made that accusation in (though to different people). If you read the numerous threads about players here with extremely poor etiquette, "trolls", and people who routinely NMR or go into CD, the OVERWHELMING response from the "pros" on the site is simply to avoid playing games with them.

Therefore, Tailboarder is NOT metagaming as defined by the accepted definition on this site. Indeed, he is doing precisely what almost EVERY poster on this forum would tell him to do.

Stop complaining about it. If you don't like the way they play... don't play with them! :P

If they have, I hope that they keep it secret. Trolls love to see their names on those lists; it gives them something to be outraged about.

There is a list I am rather high on, but it has to do with ghosts and ratings...

It's definitionally metagaming. But not all metagaming is bad. Almost all is, but this is the acceptable kind. I have a list of players in an excel sheet that I will never play with for a majority of reasons - some are friends who refused to attack each other, some are people who CD excessively, etc. I think that's perfectly acceptable.

I also have a list of people I really respect as players. :-) But I would be stupid to publish either list.
