Here's what I think is going on.

Russia is harassing Sweden to test NATO and make it look weak. While Sweden is not a NATO member, it is surrounded by members and certainly in what could be seen as NATO's sphere of influence. Violating Swedish sovereignty as Russia has is a way to poke NATO without risking a collective response. When NATO is seen to do nothing, that makes it look weak, much as NATO's non-response to the Russian war of aggression against Ukraine made the alliance look weak.

It's a bit like when kids play "I'm not touching you." They put their fingers very close to another's face, then say they can't get mad because they're not technically touching them. Same thing here.

So, you're 100% certain that there is, or was, a Russian submarine present?

No, but it's pretty damn likely. Every other Baltic state is in NATO apart from Finland. I makes much more sense for Russia to be bothering Sweden than either of them.

Russia recently sent warplanes right up to the limit of Sweden's airspace. I can't search for the link right now. So it's hardly unprecedented for Russia to make provocative moves against Sweden. As I said, it's a way to embarrass NATO and make it look weak without risking escalation.

I just hope Sweden catches the thing and forces it to surface. It's a good training exercise,at the very least.

Based on the facts, there's not much reason for Sweden to be lying. They don't gain anything from that. Russia, however, has a lot to gain from lying, should it be true. Also, consider who would be operating submarines in the Baltic. Do those other NATO countries even have submarines? (meaning Poland, Norway, Estonia, etc). Russia is the most logical answer.

This isn't the first time that there has been a hunt in the Baltic for a mysterious underwater craft.

The US liked to park its subs at the bottom of St. Petersburg harbor during the Cold War. At least that's what some one I knew said it was where he went while he was in the navy.
