Does Empire4 (Fall of the American Empire) need to be balanced?
Unless most other Diplomacy maps, Empire4 is not very balanced and a few nations have severe disadvantages that make it very difficult for them to win while others are fairly overpowered. I can explain more if someone wants to ask.

Rival/hatred game variant
I'd like to play a game mode where each player is secretly given a unique rival (so no two players share a rival), and the only players counted at the end of the draw are those who have both survived and eliminated their rival. A solo doesn't need to eliminate their rival and rivals aren't necessarily symmetrical.

Unknown Player in Anonymous Private Game
I'm completely new to Diplomacy and this website. I made a private game and explained to my friends how to join my private match. Though only 2 people say they've joined, I have 3 anonymous players other than myself registered. Is it possible one of them joined twice? I know by the time stamps that it was one of the first two players who joined the game, the times are only a minute apart, and I am wondering if the small time frame is just a player joining twice.

Proposal 1.15: Governance
- Governor: elected Councillor, chosen by the Councillors, with a term of 5 phases. Can be reelected. Can be voted out of office with unanimous vote (excluding his own, of course) by the Councillors. Responsibilities include but are not limited to sustaining relationships with colonists, working with the chosen specialists to make wise foreign policy decisions, and making rational and reasonable recommendations to the Councillors on a regular basis. May comment on all decisionmaking by the established government and serves as a strong, active, and impartial voice but can take no action unilaterally and does not receive extra votes other than the one they are awarded as a Councillor. The Councillors must still agree on proposals.
- Scribe: appointed by the Governor for his term(s). Responsible for writing, counting, and collecting votes from Councillors on proposals and for administering any necessary documents to be sent back to the mainland at the end of each phase.
- Colony Manager: appointed by the Governor for his term(s). Responsible for recommending building projects, rationing, and determining the basic necessities of the colonists, as well as relaying the needs of the colonists to the Councillors on a regular basis. Should be in constant communication with all specialists and with any other influential voices in the colony, thus, should be very actively participating here.

(Thank you kench, too clarify the no vote = nay, is meant to encourage participation further it makes sense that if someone doesn't vote yay in 48 hours than they likely disk then agree with it and should be counted as nay. In the US system abstentions are not counted as yes votes; but the thresholds for majority still include those abstention voters so in theory they effectively act as a no vote)

Hire Professor Emery Steward - While this might earn us some ire from the King, I believe his expertise will be valuable for the growth and stability of the colony. I believe that we can collectively find ways to regain the Kings Favor despite this hire.

Proposition 1.19
Purchase the 10-Man Row Boat for 200 s - I believe that this will be necessary if we are to successfully scout the region and find the best locations for our colony to harvest resources

Proposition 1.20
Purchase a Fortifications Kit for 700g - Going into the unknown carries risks. I certainly don't want to be on the wrong end of a native spear, and the Walls will give us a little extra protection while we establish our troops and command.

Finally, Proposition 1.21 (Revision of Proposition 1.14) Religious Advisors to the State
The church shall have no say in matters of National Security
The church shall have no say in matters of Foreign Affairs including, but not limited to trade relations, communication, foreign policy, or the state of alliance or animosity with foreign agents.

Cosmo, where are you getting the gold and silver necessary to make those purchases if you also vote yes to mining and farming kits?

I second 1.19 and ##VOTE YEA. We have spare silver, and it would be vastly helpful for exploration. The mountains are inland, far away from where we will be settling, and that us where the best mining will likely be. We should try to get there, and a rowboat helps us accomplish that.

Slaves can be used on any work task, every slave equals 2 non-slave worker. So if a project requires 30 workers to be completed than youd need to put 15 slaves on it.
So slaves Pros:

I would also like to put forward the following propositions which I think will facilitate the economic and political discussions:

Proposition 1.22 - Voting Bylaws
- A quorum of the Council shall be defined to be four of the seven councillors
- An abstaining vote counts toward a quorum
- A councillor who does not vote shall have their vote recorded as abstaining, but this does not count toward a quorum
- For a vote on a proposition to be considered valid, a quorum must vote on the proposition
- For a proposition to succeed, the number of Yea's must outrank the number of Nay's, with abstaining votes counting for neither Yea's nor Nay's.

Proposition 1.23 - Silver Standard Act
- We shall define the Silver Equivalent Unit (SEU) as the standard currency for the colony.
- The SEU shall be defined as the worth of a resource in terms of one unit of Silver. The value in silver of a resource is therefore the amount of a commodity multiplied by its SEU.
- Using this definition the SEU of our standard resources are as follows:
- - - Food: 1/16
- - - Wood: 1/8
- - - Stone: 1/4
- - - Iron: 1/2
- - - Silver: 1
- - - Gold: 2

Using the Silver Standard Act, we have 3,043.75 SEU worth of resources. My supply votes and proposal would havee us perchase a Farming Kit, Mining Kit, Fortification Kit, Spices, Wool, and a Row Boat for a combined 3,000 SEU, leaving us with 43.75 SEU remaining, a small amount, but with the supplies we purchase, I believe we would regain that quickly.

I again believe that simple majorities are a bad way to go. If there are ample objections but a majority chooses to ignore them, the objections go unheard, and yet the people making the objections feel the penalty equally as those that didn't care. It is a bad system.

Slaves are more productive and less costly than workers, so we should hire 30.

Playdipia is an enemy of ours. Why wouldn't we want them as slaves? Seems nuts to forgo that opportunity.

Opium is stupid. I don't want opium. Ever. We can't afford that dossier right now either.

I don't like the idea of a black market nor do I like the idea of someone running the black market becoming a Councillor. I wouldn't be opposed to taking him along for the ride and allowing him to set up if it weren't for the thought that the guy running the black market all of a sudden becomes one of the now six most powerful people in the colony.

[Suggestion] Alternate winning conditions
vDiplomacy has a way to set up "alternate winning conditions", e.g. to customize how many turns are played and/or how many SCs need to be conquered before a winner is declared. For example, we can have a game of Classic running for 14 turns (Fall 1907).

Why does online Diplomacy give me Germany to start with in every single game I sign up for?
Seriously, does it use region-based IP-checking? Because I'd really like to try out different countries and strategies.
And no, taking over Leavers doesn't count because you always get a losing position way past the point of getting a proper strategy rolled out (that's why the original player threw the game)
