I agree with Lord Cleasar that we cannot hope to get anywhere with a system where no voting means voting no. If a councillor is unavoidably detained and unable to vote, that could derail an entire proposal. It makes much more sense for an abstention (whether deliberate or not) to simply side with the majority, as it ever does in real life: the people who make decision are th people who actually show up...
Still, i don't believe that our botanist was actively trying to silence people, only to streamline the numerous proposals that repeated themselves. I would be happy for him to continue as scribe. Equally, if others of your are uncomfortable with this, then I would be happy to put myself forward.
However, for clarity, and to allow people to vote for the individual suggestions that they agree with (rather than having to agree to, e.g. Prop 1.4 which contains 4 separate things - some of which you may agree with) I believe we should allow no more than one idea per proposal. This may create lots of proposals, but I think it is the more appropriate way of doing things until we are all comfortable with our colony, enough to consider a more structured government with departments with a certain degree of autonomy.
As such, I would be in favour of scrapping all previous proposals, resisting them as individual proposals and asking them to be seconded or voted on again.
