I asked that people finalize so each round would take roughly a month. I will now be monitoring Group B closely, and will come up with some sort of penalty for excessive non-finalizing. When I figure out what the penalty is I will post it here.

Not sure what else I can do to force pause Group D. I'm open to suggestions.

Group C should be finishing games inside a week. As far as I can tell all 3 games are coming to a close. Group D is paused so I figure Group C will have some time off in between. How are Groups A & B doing?

Group B is going unbelievably slowly. In one game, we are in retreats and a player has pressed "ready" even though he is forced to disband (there is no decision to make). it is pretty frustrating, especially considering i thought everyone in this tournament was an active and experienced player.

Group D Games were moving at a good pace. They are between 1908 and 1910, all being at different stages of resolution.

Group A is staying just a little ahead of B and appears to be lagging quite a ways behind Groups C and D. Members of Group A, please make an extra effort to get in orders and finalize- ty.

To be honest, I would have been suprised if the other groups kept up with C's pace the first week. I think we were right around where B is now.

Is it the same countries repeatedly holding things up in A & B?

I think so for B.
As mentioned above, in one of our games someone hasn't finalized when they can only disband. I hope they have a reason for this

The penalty is out there, but it's going to be used for things like dragging out retreats and builds (like the Eng figle referred to [that player is on double secret probation right now]), or repeatedly not finalizing on move turns. I'm not privy to everyones RL schedule, but I haven't seen an arguement for why anyone would need to play at a four day per year pace. I'd really prefer that the games just get moving. I was hoping to take a break and then start up a 56 player tourney after March Madness.

Group A just had it's first NMR and also in one of the other games someone was holding it up on a move phase.. Maybe a mod could have a look to see if it's the same person, I'm not sure what the protocol is trip

Did France actually NMR, or is it possible that he entered all hold? At this point I can't tell because he there's no "missed the last phase".

Just jotting down who's holding things up where so I have it on record.

PS. Not entering moves until the very end of the phase instead of not finalizing, in an attempt to duck the penalty, isn't going to work. I'm not sure if that's the case with the one country with no orders in each of the above games, but I'm keeping an eye on that too.

I'd like to mention that having to do this really fucking sucks, and is an epic waste of my time. I hope the people holding up the games enjoy themselves in this tourney, because I'm sure as hell not dealing with them in the next one.
