Additionally, it seems we will be at our Population Cap at the end of this phase. We should immediately look to settle a satellite colony at a strategic location.

##Pulse - do you have status reports on potential secondary sites for a colony? Will a second colony be constructed if we send a group of workers with the supplies to build a Biodome?

Okay. Thanks Pulse

Looking at the map, here are the pros/cons I see for each site:

(3, 10) - coastal location - access to resources from the sea. Only 2 adjacent land tiles so limited access to land resources. 4.12 tile units from our colony, 16.12 tile units from the Turkish colony. Located next to the marsh as well.

(11, 9) - more central to the planet location - next to a lake, varied surroundings (grassland, forests, mountains) could potentially provide new and better resources, 4.47 tile units from our colony, 10.82 tile units from the Turkish colony

(13, 18) - coastal - close to our original landing destination (adjacent to it). Hills, forests, sea close by. 9.22 tile units from our colony, 4 tile units from the Turkish colony

I feel like the (13,18) location would be an ideal choice except for the proximity to the Turkish colony compared to our main colony site. (11, 9) seems like the safe choice. Depending on our negotiations/relations with the Turkish colonists, I would either suggest (13, 18) or opt for (11, 9)

Given our recent history of diseases, I'd recommend adding in the doctors list a pathologist and in face of war or hostilities a surgeon.

Pulse: We have more men than women. 65% of our colony is men. Of singke women there are only 135.
Compared to nearly 500 men are single.

Turkish colony is apparently 100% men.

The majority of our female populace is dutch immigrants.

I am deeply disappointed that this is how you feel about my Proposal. It was given in entirely good faith, with the sense that I might perhaps suggest something a little out of the ordinary, rather than pursuing a pre-ordained agenda. My intention was to not forget that, though we may have arrived here first, we are also new to this land. I find all of our discussions of any sort of "ownership" more than a little premature and difficult. Given our own lack of exploration, we do not know, for example, exactly what indigenous species live here who might feel the same way as we do about this Turkish arrival.

My point is simply that I saw no reason for my suggestion to be as insane as you appear to believe it to be - and given further proposals from other Councillors, I sense that I may not be entirely alone.

However, whatever the case, I will always bow to the will of the Council. If you would prefer someone else as Secretary of State for Foreign Affairs, then so be it. If you elect me, then I will do my best in the position given me. But I must make it clear that I am a bridge builder, not a war hawk. It will always be my desire to build alliances, unless it is absolutely clear and necessary to take the opposite path. If this is not the sort of International Ambassador that you desire, then I implore you: vote for somebody else.

All of that being said, I shall still attempt to be a little constructive.
I don't think we should offer credits to someone who is settling on our planet. We do not want to reinforce what we consider unwanted or be seen as weak. Violence, as stated by many, would surely end in disaster.

From what I have read, none of you believe it would be sensible to offer a free gift. Fine. However, most of you also seem to suggest that outright hostility or selfish demands would be equally undesirable. I think Councillor Eachen's points (above) have the greatest resonance with me. Whether or not I am elected under 6.2, I will happily travel to the new Turkish settlement in the next phase, to ascertain exactly what their intentions are - indeed, I would intend to go and perform my mindmeld ability on the Turkish negotiator, to ensure that I know exactly where they stand.

So that you are all aware, my investigations into the Turks so far suggest that their only priority is to alleviate the significant overpopulation they are experiencing on their home settlement. If we can help them tackle this problem in some way - whatever that may be - then I think we will have them in our debt, which, I maintain, is exceptionally valuable. Off the top of my head, it might also allow us to make our second settlement at (13,18), as recommended by Lazlo - perhaps some sort of joint settlement with the Turks? But all of these decisions should be made after we fully understand their intentions.

On a separate note, my investigations into the Sudanese Colony suggest that they are on a par with us technologically speaking, but they are struggling to tackle a significant alien problem - this is hindering them from making the most of their lush surroundings. If we make this trade with them, thereby helping them tackle this issue, I think it will have a positive impact beyond simply receiving the tech they offer us - this could be the beginning of a beautiful friendship.
