I missed something: the Indo-European question. That eliminates Queen Rania and any Arabic speaker (Arabic is not Indo-European). In the Middle East, only Farsi and Kurdish are.

I don't think Queen Rania is a native speaker of an Indo-European language. Nor are many people born in Palestine, so this question didn't really help us much. The person is probably either Iranian or Kurdish or something along those lines, or maybe Cypriot, or a European language speaker who was born in the Middle East for some reason.
The person I was thinking of has now been eliminated due to residing in her country of birth.

That's who I was thinking of! I could forgive Jamie for seeing "Iranian" and thinking she must be a native speaker of Persian, but she was born into an Azeri family in the Azeri area so is probably a native speaker of Azeri, unless my sense of the linguistic situation there is incorrect.

I noted that... They're all PDFs with one website link that is no longer active. I'm sure this would count for Jamie, but I didn't have any other guesses after a good bit of looking and wanted to get a free guess in before Q20

Yes she does.
Final hint: She has dual citizenship of one of the above countries (not the other), and the country of her birth. Her dual citizenship is a major part of the context of how well-known she is.
