By being eliminated on the turn someone hits 18. Game ends before the disband phase.

What's even funnier IMO is that you can, in theory, survive indefinitely with positive number of centers but no units.

Yeah it's a technicality that to be completely eliminated you need zero SCs and also zero units.
The only person you're truly competing against, Wesley, is yourself.

True - if you hold one or more SCs outside your home centres, but at some point your remaining units are displaced with no retreat option and so have to disband. You cannot build again because you have no home SCs, but assuming nobody goes and captures your remaining SC(s), you're not eliminated.
The only person you're truly competing against, Wesley, is yourself.

By the actual rulebook, a player in this situation cannot participate in a draw. Only players "with pieces on the board" can do so and they "share equally" in a draw.
