By being eliminated on the turn someone hits 18. Game ends before the disband phase.

What's even funnier IMO is that you can, in theory, survive indefinitely with positive number of centers but no units.

Yeah it's a technicality that to be completely eliminated you need zero SCs and also zero units.
The only person you're truly competing against, Wesley, is yourself.

By the actual rulebook, a player in this situation cannot participate in a draw. Only players "with pieces on the board" can do so and they "share equally" in a draw. Most platforms have house rules which modify this.
