Maniac's plan doesn't leave a lot of room for dissent and has an inherent teleological problem.

I want scum to be comfortable signalling that we've got the alien wagoned, or that we're wrong, without having to give themselves up. That's the only way they're going to cooperate in this.

I'm just being paranoid. The "everybody vote for damo and see if scum ratify it" plan has the same teleological problem as the Maniac plan.
