Sounds incredibly vindictive, intentionally spoiling medicine during a pandemic, with the express intention of proving a pseudo political point? (at least that is how those on twitter are interpreting it). Why?

Clearly this person is a lunatic who should spend the next few years either in jail or in a mental hospital.

Perhaps is was just a cock-up. Perhaps he's had bad experiences at the hands of Pfizer and wanted an excuse to not hand it out or to discredit the company. Perhaps he's just an antivaxer (anti vaccer? Anti-vaxxer?) and hoped that this act would generate a story that a bunch of muppets across the world would post on websites and social media that would lower confidence in the effectiveness of vaccines. Who knows?

I doubt it was unintentional, accidental. The anti vaccination crowd vary from moderates to irrational extremists. Some of the extremists delusions are wonderfully bizarre although often clearly dangerous nonsense.
