If Trump or Pence drops with even an hour between them, a nominee will be named and voted on by the Republican Senate so fast that the ink won't have dried.

The line of succession was established for an event where the president can't act and there isn't sufficient time for the new president taking office to name a new vice president. The Designated Survivor scenario which is why all cabinet members don't go to events together like the State of the Union address.

When VP Agnew resigned, Nixon name Ford to be VP and he was confirmed into office. Before the 25th Amendment there wasn't as clear a line of succession and means of replacing the VP when he succeeded a dead president.

I doubt the Republicans would let a Democrat become the president, if there was any way to prevent it by filling the gap with a new VP.
