Roadhog went into Civil Disorder in the following way: When it was clear that mhsmith0 would win, Roadhog conceded by telling mhsmith0 that he would leave territories open for him to take, and then left the game. Unfortunately, mhsmith0 was too late to read his message, so he did not take a supply center from the conceded Roadhog when he could have, and Roadhog went into Civil Disorder before mhsmith0 achieved the victory condition.
