Okay, I'll cut to the chase. We're a World Diplomacy game that's already in the year ~2002. Unfortunately, Quebec failed to enter orders and no one has filled in for them. Do you want to throw your hat in the ring? You don't have anything to lose. If nothing else, just make some dummy moves as a courtesy.
