No messaging?

I just joined. Played a lot when young and then quite a bit on Playdiplomacy a few years ago. I'm curious--what does No Messaging mean on the join game summary when I am choosing a game? How does one play Diplomacy without messaging one another?
Also, since I am new, but know how to play, how do I get a reliability rating enough to join games?

is the no messaging Gunboat? So no secret comms between players during game?

Gunboat, yes. No messaging at all.

Might be worth adding that just because people aren't chatting doesn't mean they aren't communicating, you just have to communicate with your moves — not just through who you attack, but typically through ostentatious displays of support even when it's not strictly necessary.
