Let's say you are playing turkey and you have been at war with russia. by this point, you have all of your original teritories as well as bulgaria, romania and sevastopol. However, Sevastopol is a fleet. how would you continue after that?

This is completely dependent on in-game considerations.

Either make peace with near-death Russia and attack someone else, or move the fleet back to Black Sea while simultaneously putting an army in Armenia. You need armies in Ukraine and Sevastopol to be able to continue the assault.
