Question: what happens if a real player fails to sign up in a 7 player game, or drops during a game...does the nation revert to a bot or does the whole game go on hold indefinitely until a replacement player is found?

In order to create a game, a real player must join. If all players drop out, the game will be canceled. So you can't create a bot only game. If only bots remain, they all vote draw. So if you somehow could create a bot only game, they would never take a turn, since they would immediately draw.

Neither. A bot will never enter a game as a replacement.

Once a real player no longer enters orders and has used up all the Excused Misses, they will be kicked from the game. The deadline is reset to allow a new real player to join. This usually happens (fast), so the game can continue with a replacement and without missing any orders.
If no replacement joins, the nation doesn't enter any orders and all their units hold position.
