This question is frequently posed to me by apprentices, etc. so I think this is probably the right part of the forum for this, but mods please move this thread if I have guessed incorrectly.

I've given my answer to the question in a ~2,000 word blog post.

Really nice points, especially on point 4. about does Russia need the build. I do think there are scenarios like the SoW game ongoing right now, where having 1 neutral build can still mean a weak Russia, but there's so many scenarios and your article does a great job covering the question.

The only thing I would add is that I think if I were truly completely evenly minded between allowing Russia to take Sweden and blocking Russia out of Sweden, I would bias toward letting him have it. You touched on this point well enough near the end. For the most part, you can afford to let Russia have Sweden now, and take it later; but once you burn Russia by blocking him out of Sweden, it's very difficult to walk back that decision if you need him against England later. Dots on a board won't go anywhere; people will.
