I went to the records on Hanaved, it seems the winter is harsh in that valley and can dump large quantities of snow.

I also looked up Darmor despite its cold unforgiving appearance. It seems Darmor is home to many wild tribes, vast ice plains, and poor farmland. What it lacks in hospitable places to settle it makes up for in open land with few neighbors. All that said its presently been reporting raids by Frost Giants.

As for Bayern, the issues settling in Bayern is lack of open land grants.

Gerinia has massive open tracts of farmland, and is an area the king considers the heart of the kingdom. Despite this, few are settling in Gerinia due to lack of iron, wood and stone.

Which finally led me to Desical.
I would advise giving Desical a second glance. Although it is desert, its coastlines, and proximity to Bastion Keep* would make any colony in Desical a lucrative venture.

Bastion keep* is an empty preexisting fortress which the king has no garrison at currently.

Hmmm... I want to understand why would being in the mountains be that much more better than the forest. My biggest concern would be growing and developing as we move forward - does the mountain area contain enough room for our barony to expand?

I think we're going to have a difficult time expanding anywhere we go, it seems the problem isn't lack of land, but rather having the resources to keep it under control

Emilau: You arent going to be able to answer these concerns from here in Wortuine. You have to hope. Personally I dont like winter, and I am told anything closer to mountains is prone to harsh winter. Esfillied will have a more tolerable winter phase

The argument is currently that Esfilled has a higher Drow population but a less harsh winter and both Darvish and I would rather face the winter than the Drow

Emilau: we live in a troubled world. In one corner the kings most disenfranchised are raided by Giants, in another corner Dwarves have lost their ancestral home, still more problems plague even the most civilized regions, Gerinia is mostly run by a turncoat warlord Emmerick. In Silde the drow attack our lumber mills, in Bayern the citizenry is addicted to some mineral called Lyrium. In Esfillied the Elves are scattered and Isolationist.

No matter where we go there will be problems.

Ive said before our king is overwhelmed. This isnt just a colony, the king hopes we will fix his problems somewhere and bring stability to a region.

Esfillied is not actually a territory that is under the kings control, but it also is not a territory mired in violence and problems.

The only territories that are relatively calm are Desical, Esfillied, amd Hanaved.

Emilau: It feels counter intuitive to settle near drow, but hanaved is near duergar. Either choice we must come to face an enemy of the king eventually.

Maybe we should consider the desert by the sea, to begin having a fortress is a great advantage against war and raids, if nothing else, we'll have a sanctuary for our people.

We can create mines there and trading our ores would be easier - it's not far from Rodoripol.
Safe because we can see threats early - there's no forest.

Good afternoon fellow Councillors

I have now taken some time to consider the above proposals, particularly in light of Darvish's revelations from Jartoum's papers. This was exceptionally helpful info, as it makes it clear that Esfillied is not as certain a bet as it might be.

Looking at everything as a whole, I think there are clear downsides wherever we choose to settle. We will have to tackle them, whatever we eventually decide to do. However, I think we need to make sure that we ensure that we have the best chance of taking on whichever situation we face. This means that we need to make certain that our location decision matches our population and stimulus package decisions. Esfillied, Darmor and Desical appear to me to be the most popular suggestions, so I have tried to consider what we would need to match each of these locations:
  • For Esfillied, the challenge we will face is movement through the forests, food to support our population and some way of gaining stone. It was for this reason that I recommended Wood Elves, Humans and the Food/Horse/Stone package.
  • If we choose Darmor, we will face a lack of farmland and the prospect of attack by frost giants. The Wood Elves would be of no use - we would better benefit from taking Halflings for the additional food and Half Orcs for the attack/defense benefits. In Darmor, wood will also be harder to come by, so I would recommend the Food/Iron/Wood package.
  • If we choose Desical, we will also need to ensure food (so again I recommend halflings) but attack and defense will be of less immediate need, so we should take the Mountain Dwarves for the iron benefits. It will then also make sense to return to the Food/Horse/Stone stimulus package as stone will be harder to come by.
All of this to say, that I think in the circumstances we should retract all of our original proposals under 0.1, 0.2 and 0.3. Then, we should put forward three separate proposals pulling together each of my recommendations above, which match location, population and stimulus package together. We can then vote on which of the three is most beneficial as a whole, with the most popular package then chosen.

If this suggestion seems sensible, I will retract my proposals and draft these three correctly.
