We get negative points for fishing zero fish. Fishing one fish, however, would give points and still let the stock increase substantially.

I second the cap of two fish. 2 fish each for 6 players if I recall correctly is 12, leaving 38 fish to create 19 more, letting the pond gain 7 more fish than last fishing season.

I don't know why you are fucking about with that map but the GM specifically described a pond. We are fishing for freshwater fish, clearly. Your claims to various ocean territories are meaningless here.
