These questions are a bit vague considering that this person is dead and we don't know how old they are. Would someone born in Roman Gaul be counted as born in "France", for example?
The way that I phrased it wasn't vague. For example, Lugdunum (Lyon) is a locality of the modern country of France.

Was this person the head of state and/or government of a country in Western, Middle, or Eastern Africa by the UN geoscheme? For simplicity I'll say that pre-2011 Sudan would be a "no".

I've been to Teotihuacán. It's very much a real "locality" in Mexico. See for yourself the definition of locality if you like:

I've been to Teotihuacán. It's very much a real "locality" in Mexico. See for yourself the definition of locality if you like:

I don't see a difference between "area" and "city or locality". Pedantry has its place in a game like this, but not to the point of hypercorrection. As to the length of my question, surely there were shorter options available that I didn't use, but there are caveats there, as not all members of APEC are countries.
