Berlin? Very basic opening. Remember that in the 1949 version, moving east is not possible until 1991.

^ Note that the above was not a move to Ankara Crescent since that is impossible from Northern Ireland, and it isn't my turn anymore. It was just an answer to the question.

From what I have observed, it would be quite against the spirit of the game to decide on the rules
before starting the game.

Since in present accepted by Common Consent form, the dikes were not built, nor did that annoying little Dutch Boy stick his finger in the dike, movement between Holland and the North Sea requires a diversion to Hadrian's Wall. Which I clearly block with this move:
A Second Fleet in Iceland.
