Historically we've had people get very attached to GMing specific-numbered games, and thus when there was room for a smaller game to run between bigger ones, we'd call it a "mini" and count from 1000.

Further (not that ghug was inadequate in his articulate answer) the mini games were generally kind of sort of informaler... with less Kouncil oversite. The minis used to be smaller, too... but that difference is less clear these days.
