Known for his role in naval warefare?
Yes but known for other things too.

1, 3, 6, 11. Born between Jan 1, 1620 and Dec 31, 1700.
2. Real human.
4. Political, military or religious leader.
5, 10. British.
7. Born between 10E and 20W longitude.
8, 9, 12, 13. Had a role in an international war; but not the Napoleonic Wars, War of Spanish Succession, War of Jenkins Ear, War of Austrian Succession, Jacobite Rising of 1745, or First English Civil War.
14. Not royalty or nobility.
15. Most famous for how he's been posthumously depicted, more than for anything he actually did.
16. Known for naval warfare, but not only that.

Four questions left. No guesses attempted yet.

Right... Let's get to the nitty gritty with some hard hitting questions

Was he bearded (or at least are there artworks of him in existence, which may or may not be historically accurate, that show him with facial hair)?

I'm going to disallow that as a multiple question. Its simply not binary, It asks first whether bearded, then whether with facial hair. It asks what his actual appearance was, then asks about other non-accurate depictions. I can't answer Yes or No without being misleading with respect to the other parts of the question.

Re-frame the question as binary and I will be glad to answer.

I disagree. There were no photos available at the time, so the only evidence of his beardedness will be via artwork (or, in unusual very unusual occasions like Blackbeard, by reputation... but in such occasions artwork also exists). The question merely clarifies what level of evidence of beardiness is considered acceptable. It's not as if I'm asking if there are millions of images of his bearded face on bottles of rum or anything ;)

If that's the way you want it, I'll defer and answer yes, but I'm not sure it helps. I have seen images of him depicting him with facial hair.

16. Known for naval warfare, but not only that.
17. Has been depicted with facial hair, but not always.

And I will bite on Octavious's suggestion and guess Henry Morgan.

No, but that was the distractor I was hoping someone would bite for.

Henry Morgan is CORRECT. Congratulations Spartaculous!

I suppose the clue about his image being more famous than his actual endeavours may have been the tipping point?

Had we got to Question 18, my hint would have been to look at the Twenty Questions Game Number. That would have been spot on the nose for those who "get it", and would not help those who don't.

Bonus point for who get's the connection between this game number and Morgan?

This actually ended up being the key that gave me confidence to guess Morgan.

Yeah, the main picture of him in Wikipedia is clean shaven; most other pictures show a moustache only; but the rum pirate is famously bearded. Made it hard to answer.

At a guess is it to do with the strength of alcohol required for gunpowder to still burn if soaked in it? That what navy strength gin is, and as there are various measuring systems across the globe I'm guessing one of them is at 151

Oh it could be that.

151 proof (which is about 75%) ABV is the US standard strength for commercial "over-proof" rum. So it very much could be this.

Yeah, Lamb's Navy 151 Rum is what we would get as a treat when I was in the Navy. Its 75% alcohol and highly flammable, so ... there are some stories.

We have a bottle of Plymouth Navy Strength gin at Christmas just for the fun of it, when we're down south. Up north Mrs Oct's family favours Kavalan Soloist whisky (as my sister in law is from Taiwan) for the same effect, although it's too expensive for my tastes. Rum is one of those drinks I always wanted to enjoy and was quite disappointed to discover that I didn't

Have you tried Brugal? Brugal is a strong but sweet dark rum from the Dominican Republic which I think is particularly nice.

No, but I have tried a few Venezuelan rums that I've been assured by people who like rum are fantastic, and one particular fine one given to me by my girlfriend at the time so I'd think of her when drinking it back in England... and they were all bloody awful . I'm just not a rum person.
