Was written by the author into more than one distinctly published work?
It may be possible to disagree with my interpretation (the issue is the word "distinctly"), but I'm going to go with "no" for this one.
Sounds like it was a serial or something, like a novel first published on a per-chapter basis in a monthly magazine, or like a regular comic strip that could be found in a weekly newspaper.

Yes, in the sense that a hand-drawn/painted representation of this character was included as part of its first appearance.

1, 2, 5. Fictional male human.
3, 8, 11. Did not initially appear in a novel, a TV series, a comic book, or a comic strip.
4. Spends most of his time on real-world earth.
6. Did not first appear in a fictional work released later than the end of 1966.
7. Was not written by the author into more than one distinctly published work (in the question master's judgment).
9. A hand-drawn/painted representation of him was included as part of his first appearance.
10. Not created by an American.

No. Here is a free clue, since I think you are slightly barking up the wrong tree: I would say that this character was not created primarily for the purpose of advertising something (unless you want to make the case, say, that Harry Potter was created primarily for the purpose of selling Harry Potter books).

I was as much seeking to rule that out, but that's fine, thanks.
