Hm, let's talk this out.

It's an animated 'villain' human fictional character from the 20th century that appeared in more then one film that wasn't aimed at children. Earth locations 'appear' which seems to imply it wasn't primarily set on earth (maybe?).

Hm, non-children based animated film seems like it should be a big clue but I can't seem to use that to fuel any guesses.

It is not the Joker.

Did this person appear in television as well?

If yes, then my guess is Mr. Charles Montgomery Plantagenet Schicklgruber Burns.

If no then ...

***SMOKE BOMB***
(vanished - I guessed nothing)

Not Mr. Burns (but a good guess).

1. Not real
2. Not most people's "favourite fictional character ever"
3. I'd prefer to have dinner with Faramir
4. Not originating in a novel
5. Animated
6. Not featured in a Disney (or Pixar) film
7. First appeared in 20th Century
8. Not Japanese media
9. In a few films (clarified)
10. Human
11. Villainous / not a "goodie" (from the viewpoint of the audience at least).
12. Not presented as being based in a specific European location (although actual Earth locations do appear).
13. Not female.
14. Animation studio based in the US.
15. Not American made for children.
16. Does not have supernatural powers.
17. Appeared on TV as well as in films.
18. Not a character from Fritz the Cat

Not The Luck Dragon
Not Lord Farquaad
Not The Joker
Not C. Mongomery Burns

You have two questions left.

CLUE 1: The TV Series and films featuring this character would be categorised as a form of situation comedy.

I can only think of Beavis & Butthead and South Park as last century animated sitcoms that were not primarily intended for kids and have a film spin-off.

I have never seen either film, but reading the synopsis does not give me any antagonists that would also appear in the TV shows.

Anyone else?

The Simpsons has a movie but burns is the only antagonist that would be big enough, maybe psycho mel, But he doesn't even show up in the movie I don't think?

I guess the flintstones was considered Adult for a little bit, but I don't think there's an antagonist there at all?

After question 19 I will give another clue. Perhaps this is quite a hard one, but I do not think the character is that obscure.

Erm, as opposed to a situation comedy that is not comedy based?

I'm not sure you understood my clue.

Like Ina. Funny way? Kill someone Ina. Funny way?

Like is a slapstick comedy? That's the question, ignore the other one, it's a sitcom

His actions have led to deaths on several occasions, and this has been a source of humour, yes.

CLUE: The principal location of the setting is a version of New York, although not all of the action takes place on Earth at all.
