So it's a sci-fi baddie from a twentieth century sci-fi movie, played by an American actor.

The movie is not part of the Star Wars or Star Trek franchises.

The movie is either set on Earth, or at least that is where our villainous character is from.

From '9. Appeared in movies' I deduce that there has been more than 1 film including this villain, so I guess the question should be if any of these actors was in any of those films.

Can't think of many 20th century series of science fiction films other than ST and SW, and none that have a human villain.

The fact that multiple actors have played the same villain hints at several separate adaptations of the same story, but that's just guesswork. If that's the case however, the story almost certainly is based on a book. Not sure if any of this rambling helps....

Well, Jason went to hell and came back, which is supernatural, OP might call that Sci Fi. Michael Myers (Halloween) would also work, since there was one portrayal by a Canadian Actor (like Jason). Freddy Krueger was only played by Americans.
