Basically Mrs Oct's Great Gran was up the duff in Liverpool around the start of WWII. The Blitz happens and she's considered vulnerable and evacuated to a nearby village, which happened to be across the border in Wales. Baby is born, has "Wales" written on his birth certificate, and mother and child return to Liverpool shortly after.
That is the full extent of Kieffer's Welsh heritage. Watching him keep a straight face as he gives interviews on the BBC about his pride in his "Welsh" Grandfather is... rather amusing
