What was your tracker realization? Is it somehow more powerful than I think it is? Even if the tracker hits scum there is still only a 1 in 3 chance we hit them and the chance for mistakes is definitely room for false positives and false negatives.
I think I'm still in favor of never killing an un-CCed PR, but it does mean we're resigning ourselves to never getting anything of use out of the tracker.
