But then why would you disallow Jester to claim? It's suicide for them to do so, as they would never be daykilled. I don't get that restriction.

whats to stop everyone from claiming jester to out the jester though?
Everyone claims jester. Either the jester doesnt comply, and is outted as jester, or he just loses on the spot.
Doesnt that automatically make a mass-jester claim optimal play?
What am I missing

Better to break it before it starts than after. Think of Vecna as a white hat hacker.
I am asking you all to avoid tricky maneuvers/mechanics and little things like 'force everyone to claim Jester' to force the Jester to be revealed and thus lose. This is 'gaming the game' and isn't fun to witness.
If this is too much of an ask, just let me know and I'll scrap hosting this.

Can I suggest you just drop the rule entirely? Someone's going to make a joke about being scum or jester without thinking about it and put you in the awkward position of confirming something you don't want to.
Among the game-breaking suggestions, xorxes has wisely noted that the jester claiming will be counterproductive, meaning we shouldn't have to worry about it.
