Pulse: Typhoon Feu Follet has weakened, but is on course to hit the Turkish settlement next phase. Travel to there is not advised.

Winds 137 KM HR
Heavy Lightning
Storm Surge, flash flooding, some hail.

##Pulse You still have not answered why Option 1 would be a guaranteed loss of diamonds and lottery money. The result of the UNCEP investigation has yet to be released, and even if it were to end unfavorably, they still can't "freeze assets". It's not like they're a bank. Furthermore, Vallen gets his diamonds from his influence in the diamond trade. That doesn't change just because of the situation on Ynbar. I must have answers prior to phase change.

Pulse: Councillor I am merely preparing you for worst case scenario. it is entirely possible they dont seize any assets and there is no risk to the lottery winnings or diamonds. You are correct I am merely assessing the severity of the situation.

Pulse: and yes, his influence in the trade is important, but the majority of his business assets are on YnBar. He was not planning on becoming a colonist until disaster struck

Lazlo will be using his advanced harvester to gather +2 luxury again

Slightly disfunctional phase for us. Lots of resources went uncollected. Luckily you'll have a dedicated Chancellor of the Exchequer and Paymaster General next phase (even if it was partially my fault this phase :P) to keep it all straight.

Thank you thamrick, but Article 1 (using a RNG for tied crisis) supersedes Article 6 in this case because it is more specific. However, the result is the same since I'm vetoing the later proposal.

Phase 6 Charter

Crisis Solution: Ignore the blockage (lose Zaza’s lottery winnings and Valens diamonds).

Pilot the Python, cloak and attempt to run the blockade. (-8 fuel round trip)
##Vetoed

Trade offer: Accept the Sudanese offer (Mark IV Cannon (L2) for Ionization (L1) and Convert Scraps (L1).

Appointments

"Appoint Councillor Naia as Secretary of State for Foreign Affairs, with a duty:
-to make a regular assessment of the state of our Colony's international relationships.
-to work to foster strong relationships with our allies abroad.
-to have responsibility for making recommendations to the Council in all matters pertaining to international affairs (this does not confer any greater weight to Councillor Naia's voting on such matters).

-to have responsibility for making recommendations to the Council in all matters pertaining to economic affairs and resource generation (this does not confer any greater weight to Councillor Lazlo's voting on such matters)."

Foreign Relations

Send a message to Turkey about exchanging new technologies.

Demand nicely that Turkey explain why they sent a colony to our planet unannounced, and propose to take in the population from the colony into our own at no cost to the Turkish government.

Send Naia to talk with the Turkish leaders responsible for the colony regarding the reasons, trade agreements, and other agendas.

Invite the single Turks for a single's night with our singles.

Builds and Allocations

Build Biowells (30 workers)

Build Extra Harvesters (50 workers)

Build Greenhouse (50 workers) (Overseer TBD)

Build Chapel (50 workers) (Councilor Naia to oversee)

Build Hangar (60 workers)

train our 10 medics at the Hospital (specialties TBD)

Designate Haemod as our Chief of Medicine

What a crisis card is this.
I have no idea about what to do.
I will serve the proposals but I will vote after hearing your ideas.
Proposal 7.0.1: select (A) The brotherhood of Ynbar (requires 3 away team members)
Proposal 7.0.2: select (B) The Storm (requires 2+ atm)
Proposal 7.0.3: select (C) Nemesis (requires 4 atm)
Proposal 7.0.4: select (D) Vaccine (requires 2 atm)
I think (C) Nemesis requires too much away team members, so I'm unsure we should select it. Especially when no details were given.

Traxler has an ability that he can see the crisis card for NEXT phase. So we should expect something bad for Phase 8

Naia can't go on the away team mission due to overseeing the Chapel construction.

I'd lean toward A or B. Nemesis sounds sinister. And Vaccine might deal with more bombies...

Resource Choices for this Phase:

Marsh Turbine (1): +1 Credit OR +1 Fuel
Harvester (30): +1 Food OR +1 Fuel OR +1 Steel OR Scrub 1% Air
Hangar (1): Produce 1 vehicle
Upgraded Hangar (2): Produce 2 vehicles
Wind Generator (1): +1 Credit OR +1 Fuel

My initial thoughts:
-We have tons of Fuel. Definitely going for Credits over Fuel.
-Gonna gather a lot of Steel from Harvesters. We're going to need it for new projects at the satellite site
-5 vehicles - probably a couple more harvesters and a few space fighters
-I'll also probably scrub some air. It'd be great to not have to live in this dome anymore...

##Pulse - if the Turkish colonists scrub air as well, I assume that it will that be a global effect, correct?

I'm going to address some posts from last phase since they're still highly relevant and will also point our future direction in terms of foreign policy: do we want to be adopt an open-doors policy and let everyone trample over us, or do we want to develop a reputation that lets the international community know that it shouldn't mess with us?
yavuzovic wrote:

I'm not sure, if the Turkish colony is overpopulated as much as this, they might have a good military powers. I don't want to declare war with them, I think we should let them to stay, but we should try to benefit from them as much as possible while doing this.
Firstly, Pulse has said that Turkey is not a strong militaristic faction. Secondly, I highly doubt that Turkey will send its main fleet to go to war with us over this since they know they're in the wrong, and they've been semi-friendly thus far.
PRINCE WILLIAM wrote:

Now to the matters at hand.
I believe we can pass the blockade and get the much-needed assets and maybe strike one or two good trade bargains with the embarged planet. (during the Napoleonic wars Greek captains used to run the English blockade to Frace, which proved a very profitable trade)
It was easier to dodge a few wooden ship spread over a vast sea than it is to dodge 12 battleships with advanced radar capacity.
PRINCE WILLIAM wrote:

Concerning the Turkish colony. This is a clear act of war, when you settle to another's land without permission is an act of war. We are not shaped for war so is better to avoid it. I propose to ask them to pay a rent for the land, the colony may have not the credit, their mother state surely has. If they refuse then we may have to go to war. Or send them some bombies!
Now, this is an interesting idea, especially the part about sending bombies. However, the rent part is a bit iffy to me. While it certainly sounds nice on paper, what is to say that the Turks won't get fed up with paying rent one day and simply declare ownership over the land after they get their defenses set up?
brainbomb wrote:

2. Ynbar will desperately need your taxes when this ends.
##Pulse This still doesn't fucking answer my question. Who will send the ship to collect the taxes: us or them?
thamrick wrote:

I would be more inclined to offer them Food or potentially Steel or even a Harvester to help them get started as an act of good faith, but I trust our nominee for Secretary of State will seek to ascertain these Turkish settlers' true intentions for settling on our planet. We were all well aware of the Turkish overpopulation so perhaps these settlers were just seeking relief from that overpopulation.
This is as stupid as giving welfare to illegal immigrants. Establishing "good faith" with trespassers will only encourage more nations to trespass upon our sovereignty.

Perhaps they could not find a lot of people to start the colony?
As I recall, Turkey has close to (300) population, and I'm sure they'll start sending more if we don't respond.

We should start by having an honest conversation with them about us sending population to their satellite (and perhaps an overseer) over there to help them get started in exchange for some resources. I might put this in a proposal, but I would like to hear reactions first.
This brings up a very interesting idea that is closely related to Proposal 6.3.3, which recently passed. We could, after negotiations, absorb the Turkish settlement (free biodome) into our own colony so that we don't have to build another settlement of our own. Turkey should be grateful that we're helping to solve its overpopulation issue, and the biodome is the equivalent of the 5 credits they were going to give us anyways.

Requesting comment from Uriah before we act on this information. After all, he is an "old colleague" of Urah's. He should decide what we do with this guy.

This is a composite proposal. We shouldn't decide how to approach the situation whilst talking with the Turkish government.
We should have a clear objective in mind before going into any negotiation.

Mr President

I am deeply disappointed that this is how you feel about my Proposal. It was given in entirely good faith, with the sense that I might perhaps suggest something a little out of the ordinary, rather than pursuing a pre-ordained agenda. My intention was to not forget that, though we may have arrived here first, we are also new to this land. I find all of our discussions of any sort of "ownership" more than a little premature and difficult. Given our own lack of exploration, we do not know, for example, exactly what indigenous species live here who might feel the same way as we do about this Turkish arrival.

My point is simply that I saw no reason for my suggestion to be as insane as you appear to believe it to be - and given further proposals from other Councillors, I sense that I may not be entirely alone.

However, whatever the case, I will always bow to the will of the Council. If you would prefer someone else as Secretary of State for Foreign Affairs, then so be it. If you elect me, then I will do my best in the position given me. But I must make it clear that I am a bridge builder, not a war hawk. It will always be my desire to build alliances, unless it is absolutely clear and necessary to take the opposite path. If this is not the sort of International Ambassador that you desire, then I implore you: vote for somebody else.

All of that being said, I shall still attempt to be a little constructive.
I don't think we should offer credits to someone who is settling on our planet. We do not want to reinforce what we consider unwanted or be seen as weak. Violence, as stated by many, would surely end in disaster.

[...]

Proposal 6.3.1
Let's not be too nice.
Proposal 6.3.3
This is a composite proposal. We shouldn't decide how to approach the situation whilst talking with the Turkish government. I think we should send Naia, as she appears to be our anticipated Secretary of State to talk with the Turkish leaders responsible for this colony. We should then make a decision about how to approach the situation.

##Proposal 6.3.4
Send Naia to talk with the Turkish leaders responsible for the colony regarding the reasons, trade agreements, and other agendas.
##Vote Yea
From what I have read, none of you believe it would be sensible to offer a free gift. Fine. However, most of you also seem to suggest that outright hostility or selfish demands would be equally undesirable. I think Councillor Eachen's points (above) have the greatest resonance with me. Whether or not I am elected under 6.2, I will happily travel to the new Turkish settlement in the next phase, to ascertain exactly what their intentions are - indeed, I would intend to go and perform my mindmeld ability on the Turkish negotiator, to ensure that I know exactly where they stand.

So that you are all aware, my investigations into the Turks so far suggest that their only priority is to alleviate the significant overpopulation they are experiencing on their home settlement. If we can help them tackle this problem in some way - whatever that may be - then I think we will have them in our debt, which, I maintain, is exceptionally valuable. Off the top of my head, it might also allow us to make our second settlement at (13,18), as recommended by Lazlo - perhaps some sort of joint settlement with the Turks? But all of these decisions should be made after we fully understand their intentions.
Firstly, your proposal isn't out of the ordinary at all. In fact, it's the exact same path that we followed last time that led to so much conflict and eventually our downfall.

Secondly, it's clear that the wisps do in fact welcome us here given the help they've been thus far, and they would definitely know of any other intelligent native species, meaning there are none. Therefore, it's reasonable that we should claim ownership over the planet. Look, on the other hand, at the welcome the Turks received from the native inhabitants (Wisps):
Typhoon Feu Follet has weakened, but is on course to hit the Turkish settlement next phase. Travel to there is not advised.

Winds 137 KM HR
Heavy Lightning
Storm Surge, flash flooding, some hail.
And as we know from the information Pulse gave us, Typhoon Feu Follet was created by one of the Wisps. Speaking of Typhoon Feu Follet, I urge the Secretary of State to delay his trip to the Turkish colony until after the storm has passed or better yet to communicate with Turkey by phone.

Thirdly, I am not a war hawk either. However, there is a point at which pacifism becomes the recourse of the foolish or the suicidal. One does not have to be a war hawk to want to defend one's own territory from invasion.

Pulse: Councillor I am merely preparing you for worst case scenario. it is entirely possible they dont seize any assets and there is no risk to the lottery winnings or diamonds. You are correct I am merely assessing the severity of the situation.
##Pulse I'm going to have to request that you be more clear about such circumstances in the future. The crisis made it seem like we would 100% lose our money and diamonds if we chose not to go for them that phase.

Choose one of the below scenarios. No details will be given about what the scenario entails until selected, each will involve an away team.

A. The Brotherhood of Ynbar (3 away team members)

B. The Storm (2 or more away team members)

C. Nemesis (4 away team members)

D. Vaccine (2 away team members)
The Brotherhood of Ynbar seems like it's going to deal with diplomacy, and that seems to be a divisive subject. The Storm and Nemesis both seem sinister, and I'd rather not deal with them. Vaccine seems promising, and we're going to need a vaccine soon, since the longer we keep the virus around, the longer we have to worry about a zombie outbreak, especially if we go to war.

##Vote YES on Proposal 7.0.4
##Vote NO on Proposal 7.0.1, 7.0.2, 7.0.3

Guys, why don't we make a deal with Turkish colony. We can scrub the air of our planet, we can request something.

You will have to deliver your taxes. Or wire transfer them. But seeing as they arent asking for only money you may as well deliver to them

I am interested in the Vaccine adventure.
It seems likely that it will either a) resolve the Bombie Problem, or b) Further the situation along a pathway that provides insight, joy, peace, harmony, money, and dead zombies.

GM NOTE: The crisis this phase will also resolve this phase in the second half. You may select one of the four scenarios and choose away team members. Scenario begins at mid phase whichever you have a majority choosing. If away team members arent specified GM will rand them.

Scenario will play out ovet discord
