Pulse: Sudan is an Islamic colony which left the NAL. They are a fuel producer and appear to be pretty much on our level as far as technology. Their system is quite close to you. Sudan reports wanting an Ion Cannon to deal with strange large tentacled alien creatures that keep bothering their ships.

##Pulse Why would we lose Zaza's lottery winnings and Valen's diamonds? Can't we just wait until the blockade ends to collect the lottery winnings?
Economic seizure by the UNECP, YnBar assests are being frozen.
Its entirely possible YnBar will be bankrupt when this is over.

##Vote YES on Proposal 6.2.1, 6.2.2- Naia will make a great SoS for his articulateness and loyalty. Thamrick is highly deserving of an official title given that his Google Sheets are what has basically been keeping this simulator going.

Do we have superior arms than the Mark IV Cannons? If we don't there is no way we should share that knowledge. It would be suicidal. If we have a superior armament technology then we can sell depending on their intentions.
Lots of countries have Mark IV Cannons. Having one more country know about it won't be the end of the world.

This happened in the previous game as well, and it was actually the catalyst to our eventual downfall. How we respond will determine whether we go down that path again. Turkey is clearly trespassing here, and they're hoping we'll be too weak-willed to stand up to our only thing resembling an ally. While I would certainly prefer to maintain amiable relations with Turkey and to avoid bloodshed, we can't just allow foreign nations to trample over our sovereignty. This calls for shrewd diplomacy, and even though he isn't officially Secretary of State yet, I'll let Pastor Naia take care of this one as a sort of test to see if he can pass mustard for future challenges.

Until GM explains further, I see no reason why we wouldn't be able to retrieve our diamonds and credits after the blockade is over.

Here is how I see the situation:

1) Turkey have managed to execute the landing we might have desired. 17,11 finds itself with Mountains to the South and Forest all around. It is readily defensible in a way that we are not (though we should not forget that we might learn more about the marshland surrounding us in order to use it against them). On top of this, it seems they have achieved a second Constantinople - a capital city placed strategically on an isthmus, with easy access therefore to both areas of coast land.

2) They have nothing to offer us. If we were to request some kind of tribute for arriving in this way in our vicinity, I fear they would have no choice but to refuse. That would automatically place us in a position of being required to take some kind of action against them (otherwise the tribute demand will have been an empty gesture).

3) Their morale is high. If military action were taken against them I feel they might surprise us with their resilience and eventually stymie us, putting us in a weaker position than we ever were.

As such, it is my view that we cannot afford to turn them into an immediate enemy. On the other hand, we have an opportunity to reach out and try and buy a firm ally early on, which might prove strategically valuable. I do not believe that generosity is by definition weakness - sometimes, surprising another with kindness can have effects much deeper and more far-reaching than one expects. On top of this, having another Colony in our debt strikes me as inherently valuable.

As such, I recommend that we buck the trend and approach Turkey with an immediate peace offering. I am not suggesting anything too valuable, but given that they have no credits at all and we have a good stockpile at the moment (and are not expecting a particularly problematic crisis next phase) we could afford to offer them 2 credits I think.

This is my formal recommendation on the facts as I can see them at the moment. I will continue my own exploration of the history of this nation and others surrounding us and will see whether I can learn anything of value.

##Proposal 6.3.1 Offer the new Turkish Colony 2 credits as a peace offering to open up high-quality diplomatic relations and ensure that we make them allies and not foes

I'm unsure this is a good idea.
##Vote Nay Proposal 6.3.1
I don't think we need to offer something to them. They need our friendship, also we already have good relations with Turkey. I think only a peace offer which affects both of the sides would be enough. But this is your decision. If you want me to vote yes, I'd vote it on your request. I didn't like their this act, placing our planet without telling us; however we need having good relations with them and I suggest you to tell them our happiness 😀, if we can do something with them in future, that cooperation would be helpful for the growth of both of the colonies. We must maintain the good negotiation between us. It's pointless repeating the same idea. Maybe we can make a deal with this Turkish colony to share our researches, not all we have, when they research a new technology which isn't researched by us, we can exchange our technologies.
##proposal 6.3.2: Send a message to Turkey about exchanging new technologies.

Before I address Councilor Naia's ideas, let me first add a couple more questions to ##Pulse and our GM in addition to my earlier concern about how UNCEP would be able to freeze assets:

1. How strong are the military forces on Ynbar and the UNCEP forces currently blockading Ynbar?
2. I still don't believe that you've conclusively answered whether Ynbar expected us to deliver our own taxes.
3. I just looked back at Sci-Fi Sim II, and I saw near the end that brainbomb mentioned he was going to write a book about the Sci-Fi Simulator. How is that going along?

Now, to get to our potential Secretary of State's thoughts:

This is most disappointing. I cannot believe that you could come up with such a weak-kneed proposal as this. This may be due to a lack of understanding in the situation or genuine lack of any backbone. Either way, it is most unbecoming of a Secretary of State.

First of all, Councilor Naia appears to believe that we are now at a state of war with Turkey and thus need to make a "peace offering". This is not only untrue, but the proposal would be ridiculous even if it were true. Turkey has at no point declared war against us, and they were probably hoping for us to just let this slide by, but instead Councilor Naia wants us to give them 2 credits unsolicited for successfully trespassing on our planet.

Secondly, Councilor Naia seems to want to treat this colony as a independent entity and have the colony "in our debt". In reality, the colony is nothing but an extension of the overpopulated Turkish regime, and Turkey will no doubt send more of its settlers in the future if its actions are left unchallenged, colonizing all the good land that WE were meant to settle, leaving us to stagnate in this accursed swamp. It leaves me with the distinct impressions that we're playing the role of the Indians who welcomed white settlers to their continent only to end up locked in reservations. Trust me; those were my ancestors, and I will not allow us to repeat history again.

This brings me to my next point. Councilor Naia seems to think that we're defenseless against these invaders just as my ancestors were. However, that is untrue! The Turks have yet to be settled in and have no land defenses, and as far as we know, their transport was unescorted. While bloodshed will never be my first option, I will not tolerate our great colony's undoing, and it would be easy to wipe out the Turkish colony at this stage unlike what Councilor Naia wants us to believe.

Finally, I must reiterate that the proposal to give the Turkish colony 2 credits is not only weak-willed but ludicrous. Just a few phases ago, we rejected a Turkish proposal to pay us 5 credits to take in 5 population from them, and we rejected it. Now you want us to pay for them to set up a colony to compete for OUR resources. No way!

##Vote NO on Proposal 6.3.1, 6.2.1

I would also withdraw my nomination of Councilor Naia as Secretary of State if that is possible, though I recognize that Proposal 6.2.1 was nominally proposed by someone other than myself.

##Proposal 6.3.3 Demand nicely that Turkey explain why they sent a colony to our planet unannounced, and propose to take in the population from the colony into our own at no cost to the Turkish government.

This is already a far nicer treatment than they deserve.

##Vote YES on Proposal 6.3.3

I'm not sure, if the Turkish colony is overpopulated as much as this, they might have a good military powers. I don't want to declare war with them, I think we should let them to stay, but we should try to benefit from them as much as possible while doing this.

@ brainbomb:
1. Are you a writer? This is very interesting.
2. Are you really thinking a book on this sim-adventure? This is doubly interesting!

Now to the matters at hand.
I believe we can pass the blockade and get the much-needed assets and maybe strike one or two good trade bargains with the embarged planet. (during the Napoleonic wars Greek captains used to run the English blockade to Frace, which proved a very profitable trade)

Concerning the Turkish colony. This is a clear act of war, when you settle to another's land without permission is an act of war. We are not shaped for war so is better to avoid it. I propose to ask them to pay a rent for the land, the colony may have not the credit, their mother state surely has. If they refuse then we may have to go to war. Or send them some bombies!

Pulse:

1. YnBar strength is in its fleet which was suddenly taken over by brainbot. Ynbar was left mostly defenseless as a result. The majority of Ynbars battleships were destroyed but a few renegade brainbot ships have evaded Authorities.
UNECP is cracking down on YnBar for allowing this to happen, for allowing a virus to be mass produced on its soil. At present 11 UNECP Battleships are blockading Ynbar while investigators are on the ground gathering evidence of wrongdoing.
Ynbar could fight back but Roland has opted to cooperate.

2. Ynbar will desperately need your taxes when this ends.

3. Too many copyright violations and the story took a sadistic turn. Perhaps this will offer better opportunities. The blowing up the congo plot was not the greatest literary moment.

4. Turkey is not a strong militaristic faction. They are more technologically advanced however. We could demand technology for their wrongdoing.

5. What Turkey has done here is called the Tunis manuever. Settle on a planet already claimed and hope the other faction doesnt care. Its not illegal but its taboo. The first instance of this manuever was Tunisia settling alongside the NAL in hopes the NAL would pity them. Eventually Tunisia was allowed in but there was several years of hostility over it.

6. Sudan is a struggling colony that cannot get trade going. They have fuel but cannot get ships off their planet. Large tentacled monsters keep eating ships that leave their world of Hologii6. These creatures are like large space squids which eat steel.

Councilor Valen unintentionally brings up a good point. Any war will surely result in casualties, which in turn will result in more bombies. How quickly we have forgotten the evil within ourselves.

I don't think we should offer Turkey the Credits, especially since we do not have a stable method for producing them en mass ourselves. I would be more inclined to offer them Food or potentially Steel or even a Harvester to help them get started as an act of good faith, but I trust our nominee for Secretary of State will seek to ascertain these Turkish settlers' true intentions for settling on our planet. We were all well aware of the Turkish overpopulation so perhaps these settlers were just seeking relief from that overpopulation.

I don't think we should offer credits to someone who is settling on our planet. We do not want to reinforce what we consider unwanted our be seen as weak. Violence, as stated by many, would surely end in disaster.

I remember brainbomb saying a lot of our population is of Turkish decent. We are part of their heritage and they are part of ours. Let's not get too hasty in labeling it a problem when we should try to take advantage of the situation. Let's try our best to meld our nations through intermarriage, trade, and assistance. Note that their population is very small at the moment. Perhaps they could not find a lot of people to start the colony? We should start by having an honest conversation with them about us sending population to their satellite (and perhaps an overseer) over there to help them get started in exchange for some resources. I might put this in a proposal, but I would like to hear reactions first.

@Pulse
How many eligible young men and women do we have? I'm thinking maybe we could start a singles club with the Turks. ;) ;)

Firma: This man is who the UNECP wants. He created the virus.

*She throws him to the ground before the council*

Svalar: She tells it true. But theres more. So much more. Skylon never caused Polluxb. It was brainbot. He can mindmeld people. Make them do things.

He made me create Agent Othello. I have little memory of the past year. But my papers and formulas are all the evidence anyone would need to have my career destroyed. I came here to find Uriah. He knows me. He could vouch for me.

##Proposal 6.4.2 - Build Extra Harvesters (50 workers)
##Proposal 6.4.3 - Build Greenhouse (50 workers) (Overseer TBD)
##Proposal 6.4.4 - Build Chapel (50 workers) (Councilor Naia to oversee)
##Proposal 6.4.5 - Build Hangar (60 workers)

##Proposal 6.5.5 - train our 10 medics at the Hospital (specialties TBD)

We currently have 100 workers building projects from last phase.
(40 - Greater Mine) + (60 - Upgraded Hangar)

We have 812(!) workers available for projects this phase.

I propose that we train our 10 medics since we find ourselves missing a doctor :(
We need to decide what field of medicine we want them to train in (Cardiology, Disease Specialist, Alien, Neurology, Animal Sciences, Urology, Proctology).

Pulse, can we send untrained workers to the Hospital to become medics?

Pulse, is there anything in our colony in need of repair?
