I would add Slovenia, Belgium, Luxembourg, Malta, San Marino, Monaco, parts of Spain, Andorra, Vatican and Switzerland

Well it definitely isn't someone from Andorra, San Marino, the Vatican, or Monaco, then. None of those countries has ever won an Olympic gold medal in a winter sport. (The Vatican does not send a team).
