I was just reminded why we worded it this way. The idea was that if everyone became infected, the Doctor curing someone wouldn't cancel out the Infector's win. So in fact EMC is right and the game will not end if everyone becomes infected, but the Infector would win regardless of what happens at this point..

So the Infector's game is just a side diversion of no consequence to anyone else. Infector should have claimed D1 and nobody would have wanted to waste a kill on them.

Now maybe someone will counterclaim Vecna. Although they risk the rule changing again tomorrow, so beware.
