Mafia probably thought Damo was some other PR.
As a general rule, and many here disagree with this but should be able to attest irs always been my stance, scum will want to separate the kill and roleblock for the first few nights as:
1. It lets you potentially stop two PRs over one
2. People who get roleblocked get suspected
Last game Maniac tried to claim a roleblock as scum and it bought him some town cred from many (me included), to be fair, but that isn’t the case here

If PE is scum, then damo townreading him wouldn't be a tip that damo is the cop.

The main thing that jumps off the page... I know people hate nightkill analysis, but if you didn't think damo was a PR, why else would you kill him here? He wasn't a universal townread, he didn't have particularly strong convictions about who was mafia (and really not for who was town, aside from me), and he wasn't driving the thread on anybody. It seems like mafia had to think he was a PR.
Obviously Cop jumps off the page for me specifically, but I recognize he could still have been a doctor or a JOAT. (To that effect, he did make some mention of coordinating their protections, so maybe that piqued mafia's interests.)
I'll give it time but man it's hard not to just vote Chaqa out and move on.

When I found out he was town 30 minutes ago, I shifted my scumread from him into him being town.

If I'm mafia, then damo can't be hinting that I'm his d0 town scan. His hint only works if I'm town. I am the one person who noticed his behavior that can't be suspicious for noticing it lol.

The only reason I see to keep Chaqa alive is to screw a bit with scum RB. If Chaqa is town they will need to keep RBing him and if he is scum they will either RB the NK target or not RB.

And to get to the other important part of your post Doom - I would say killing damo makes it very likely mafia doesn't believe Chaqa is Cop lol. I guess I'd have to go reread damo in detail to see, but the one setup move I distinctly remember thinking damo made was suggesting I was his d0 scan as Cop. Maybe there's reason to think he was a different PR.
Or, honestly, maybe mafia knows more than we do about the game state and has reasons we can't expect to find out.
