The point is moot now that we know this being is fictional.

Source? Acc to Wikipedia, Pikachu is a "fictional species." And it attacks by shooting lightning, an ability I've been unable to find in any extant rodent species.

Question: Is this character part of the Disney universe?

1) no, not part of Disney
2) Pikachu are a fictional species of Pokémon based on a mouse. Pikachu themselves, while potentially being classified as rodents by our standards, are not real, nor are they fictional versions of real animals.
