When Moscow voted he made it 4 4 4 3. If you ignore me (as he suggests) that makes it a 3 way contest. if he voted Flash it would be 5 4 3 3 and more likely to be a 2 way contest. Maybe it was simple as that, he preferred his chances in a 3 way especially if he knew he couldn't be around.
