One scum could play kingmaker since they could reasonably argue that they can’t win so they can play for other goals.
Tell the other scum to win. I don’t try a NK, they do. They win. I’m playing against my win condition, but I couldn’t win. So I let the other scum win rather than the town.
I think that would constitute a contravention of rule 7.

They could agree to draw indefinitely and appeal to the GM for a draw. To save us from the possibility of an infinite game I think the GM should declare before the game starts what the result would be in this event. Any of the following seem reasonable (well, not unreasonable)
i) joint scum victory
ii) town victory
iii) victory for town and both scum
iv) victory for all
v) void game
