Sometimes in spring 1901 I see the Turkish player move f Ankara-Black sea and A Smyrna to ankra, you’re likely to get bounced by Russia, so what’s the point of this?

The point is to get bounced. Instead of setting up just a DMZ, usually Russia and Turkey agree to bounce the location, which punishes the first person to break it, unlike a DMZ, which rewards the first person to break it. I don’t know about the army part though. Usually, you do it without the army getting involved.

It's related to the opening where A Smyrna holds, which allows Con to remain open for the Ankara fleet to go to in the fall. It also allows A Smyrna to move to Ankara in the fall and make room for a fleet build in Smyrna.

This opening would typically be done with an arranged bounce with Russia. Almost all of the time Russia would follow through with such a bounce. But since Smyrna was just going to hold anyway, it doesn't hurt to cover Ankara with the army in case Russia sidesteps into Armenia instead of bouncing.
