When riding my Dashing Ducati Supersport motorcycle home to Flyblown Gully by the Sea from the nightclubs in Adelaide after midnight by the time I get to Old Noarlunga ~1am or 2 am with another 50+km to go to get home the air is too cold in my opinion.

On the 100 km/hr speed limit country road from Old Noarlunga (it's only an advisory limit imho) when I'm cruising at about 140+km/hr the wind chill factor is rather brutal

It got too cold between 1 am and 3 am this Sunday morning riding home & I had to stop twice to warm my fingers and thumbs on the hot mufflers*
I also had to reduce the speed I was riding at to about 80 km/hr which is possibly a traffic offence?

*not recommended for fledglings or whipper-snappers without a minimum of 20.years motorcycle riding experience, a handkerchief "insulator" and delicato application of cold hands & fingers on the hot mufflers is necessary to avoid burnt skin.
Global warming is not a practical solution regrettably.

There must be a thermodynamic relationship between ambient air temperature, about 4°C, and the wind chill factor for the varying speeds at which I ride my Dashing Ducati Supersport.

Regrettably the "sweet spot" this morning seemed to be about 80km/hr, which is at least 40km/hr too slow for a Ducati Supersport with a six gear gearbox.

There's no point selecting 5th gear at speeds below 120 km/hr and for 6th gear a minimum speed of 150 km/hr applies

I'll wear out 3rd gear riding at 80 km/hr!
There has to be a scientific solution for some enthusiastic young whipper-snapper with an Engineering Degree specialising in Thermodynamics looking for a decent research topic for a PhD

I am.not sure there are manufacturers.of cold air, it's a naturally occurring thing in winter in the Antipodes after midnight and before dawn.
Perhaps the nightclubs in Adelaide should have cosy warm Ducati garages with a bunk bed for the riders of Ducati motorcycles?
Then a chap could wait until daytime and warmer air.
The problems with indulging in casual sex with patrons of nightclubs to get a bed in Adelaide for a few hours is too few patrons of nightclubs have a garage for a Ducati.

The carers at the Eternity Express Aged Care and Drive Through Crematorium Facility in Flyblown Gully by the Sea had to give me three hot water bottles, they made me put on my wool dressing gown & are not happy because I haven't gone to bed yet.
The young carers are wonderful, few are genuine sociopaths and most are on working Visas and want to get Australian citizenship.
This desire to get Australian citizenship causes many to look at us old Australian Chaps with a bit of property as a "means to and end" via marital conspiracies or by "accidental pregnancies" which is why I am delaying going to bed.

It's 4am, if I can hold out another hour then they'll be too busy preparing for the 6am shift change & the regular early morning visit by the Coroner's Ambulance & I can sneak off to bed then.

On first read I thought that you wanted better thermal insulation. What you want is a wind chill index. Something like
