Is there a list that shows everyone's ghost rating?
If not, could there be one?

There was one that showed everyone's rating in order up until a few months ago. Now your position is listed on your profile.

Other than the HoF, there isn't a list posted anywhere which is a bit of a shame. When I was trying to learn Python, I made a script the scraped some things from the site. I'll see if I still have that kicking around somewhere.

Should be a pretty easy thing for the devs to add when they get to it, I imagine.
