Joinable live games

gameID=241092 appears in my list of "Joinable live games", but I can't join it (it has already started and there are no countries in Civil Disorder at the moment), so it's not joinable.

yeah reset min bet isn't run after people join taken over positions. I'll eventually get to this.

I noticed this too. It would be good to fix! Especially when looking to find games to help along from being stuck due to the (generally great!) recent change.
