Has anyone been able to do an install using the instructions in the README.txt?

I'm able to get as far as

"Once that's set up you should go to Help->DATC."

Which is a menu alternative I don't have.

Not a direct answer to your question, but you might find the #development channel in the webDip discord to be helpful. It's possible someone has had a similar problem and talked about it in there. Devs might also help you, if they have spare time.
