I'm sorry but when I played back 70's and 80's, seems the game was played with more honor. You didn't have to lie to win. The game was more like chess and you had to think about moves not simply lie. First off, it is Bul(ec), not Bul(nc). To answer your question, no, the moves will not succeed. The only way two units can switch places is if one or both are convoyed.

Playing is the best way to improve your game, but you can find a lot of good reading material on the interwebz, a fair amount aimed at newbies. Dip has had more written about it than any board game other than chess and go.

Dip tactics are easy. The number of solo's in the ODC so far implies otherwise. Though I agree with your premise of press being harder then tactics. Let me qualify a little. Tactics are easy for me . Of the trio of strategy, tactics and communications (small 'd' diplomacy) in Diplomacy, communications is by far the most challenging of the the three and for that reason the most fun. Dip tactics are easy.
