Also, I think people get the numbers wrong. For every failed 4 > 3 whittle, you need three successful 4 > 3 whittles just to make up for the lost points. I'm not sure why you are focusing on Turkey. In that game, it is Russia (you!) that decides whether there will be a whittle or not. And that's a 5WD, so you need to be 80% sure of succeeding in the whittle to try. And you'll have to assume that T will attack you as soon as you attack G. Doesn't look...

The current system provides incentives for behavior at set levels. Those levels could be varied. It is easy to imagine flexing the rewards to drawing down from the status quo while still providing a closed/zero-sum/ordinally-rational system.

Unclear what part you think is 'not true'.

Treating a draw like a cancel is the same as treating any draw as a 7WD, and it means that a draw is still better than a loss.
