As a fan of Civ 6, no, I think Russia should stay. Russia is represented in the game by Tsar Peter II. So, they are the Russian Empire, not the Russia we know today. I think that having one or two people get booted per game is relatively normal, especially on WorldDip9 or Chaos. For five games in a row? I haven't really seen that too often.
